1. Put a dot in the middle.
2. Until you run out of dots:
2a. Increment the angle by phi revolutions.
2b. Place a dot, at that angle, as close as you can to the middle without overlapping.
Phi is the Golden Ratio:
$$\phi = \frac{1+\sqrt{5}}{2} \approx 1.618$$
